Oregon Miniature Aircraft Squadron By Laws
(amended February 2002)
- All members and guests must have a current AMA card in their possession to fly at the O.M.A.S.
- AMA membership is mandatory for flying at OMAS. Anyone found flying without current AMA membership will be subject to immediate disciplinary action which could include membership revocation.
- Members must pay their dues by January 1, to remain in good standing.
- Members whose dues have lapsed may be returned to good standing by paying the current year's dues plus any assessments levied during their period of inactivity, deemed appropriate by the board
- Inactive members and others may receive the O.M.A.S. newsletter for a fee of $10.00 per year.
- Prospective full members must be at least 18 years of age. They must be recommended by an O.M.A.S. member of more than one year, in good standing. The board retains the right to refuse any applicant as well as regulate the size of the squadron.
- Prospective members must pay their initiation fee, dues and any assessment deemed appropriate by the board, in full, before flying at the site as other than a guest.
- Dues will be reduced by 50% for anyone joining O.M.A.S. after midway through the current financial year.
- An active full member may sponsor juniors under the age of 18 who wishes to fly at the site. The member must be present for coaching and close supervision during the time the junior is at the site. Any active member, at their discretion, may assume temporary sponsorship of a currently sponsored junior member if that junior's sponsor is absent from the field that day. The cost to the junior is 50% of the current dues schedule. The junior does not become a full O.M.A.S. member until age 18, at which time they will be required to make application for full membership and pay the current initiation fee, dues and assessments. If a junior member reaches 18 years of age, and can show that they are enrolled in a full-time college degree program, then they can retain the junior status until age 22, or college graduation, whichever comes first. Proof of college enrollment must be provided at the beginning of each school year. Juniors are limited to flying theirs or members airplanes. They can not invite guests to the site.
- A full member may fly an airplane brought by a guest or visitor lacking experience. The member must ensure that the airplane is airworthy and meets FCC and AMA requirements. Once the member has the airplane at a safe altitude and distance, the guest or visitor may be given stick time. The member accepts full responsibility for the flight. This activity should be limited to less busy times. Members have flight priority.
- Bringing a guest flyer to the site on a continuing basis is discouraged.
- Any member sponsoring a guest shall assume full responsibility for that guest and provide them with a copy of the O.M.A.S. Field Rules.
- Changing the annual dues shall be by a simple majority vote of attending members at any regularly scheduled meeting of the squadron following notification of the membership 30 days in advance.
- Changing the initiation fee shall be by majority decision of the board.
- Assessments of the membership shall be for a specific purpose and shall require approval by a two-thirds majority of responding members from a mail ballot submitted to the total membership.
- Members and guests are required to operate all radios in accordance with AMA and FCC rules and regulations. O.M.A.S. accepts no responsibility for persons who violate these or any other laws, which could cause judgment to be brought against O.M.A.S.
- The board retains the right to intervene in any situation involving disruptive behavior by members. Final review of any matter of serious dispute shall be by the board or impartial ad hoc committee appointed by the board as mediators. Removal of a member and refunding of any initiation fees or dues shall be at the discretion of the board.
- Club Treasury. Initiation fees from all new members shall be deposited to a "Runway Fund". All other club income from dues, events, donations, or other sources, unless specifically identified for support of the "Runway Fund", shall be deposited into a "General Fund". The funds shall be kept separate. The "Runway Fund" shall be used solely for the major construction, maintenance, or repair of any existing or new runway. Spending from the "Runway Fund" requires approval by a two thirds majority of voting members present at any regularly scheduled club meeting or work party following 30 days notice. The "General Fund" shall be used for club business other than the major runway construction, maintenance, or repair. Spending from the "general Fund" requires club approval of an annual budget or line item vote.
- A yearly budget plan shall be presented at the January General Meeting, and put to the membership for approval at the February General Meeting. The budget shall be approved by a simple majority of responding members attending the annual meeting. Upon approval the Board may spend the approved General Funds and up to 10% overrun costs as required. Spending outside the approved General Fund budget requires line item approval by a simple majority of voting members at any regularly scheduled club meeting or scheduled work party, without advanced notice of the vote.
